Didn't say it was great, but a working build for what he's aiming for? I've never tried it myself though...normally I just run Mind Blast + Heal Party if I want to "heal" or something, it works pretty well.

If all you want is a mind blast el bringing glyph of sac and res chant for pvp, then maybe. They can handle some party-wide spells. And I would think WoH is almost good enough on an el if you absolutely need a non-monk with it. In PvE I don't think it matters that much.
However I think most of the time, stick to your primary.

If you have a free secondary and some free attribute points, there's worse things you could add than smite hex/condition.
Aegis is usually better, though.

It can work.
Add some Energy Storage skills for energy management, and spells that target more than 1 ally so that the lack of Divine Favor doesn't matter much. Or several 5 Energy spells so that it will be very difficult to run out.
Other day I monk'd Jennur's Horde mission in a PUG with my Ele and it worked fine (team splitted 4 - 4 and I could take care of my half very well). I used Word of Healing, Dwayna's Kiss, Heal Party, Glyph of Lesser Energy, basic Hex/Condition removals.
My friend is an Ele too and he monk'd at the last mission of Eye of the North for me (A Time for Heroes). Spammed LoD, Extinguish, Heal Party, Glyph of Lesser Energy, Breath of the Great Dwarf.
Of course I feel much more powerful just nuking stuff as an Ele, or running some Wards. But sometimes it can be fun to play a different role effectively - the Ele can heal nicely enough not to let your team down, althought not as optimally as a Monk would.

Better then most pugs imo. Actually what am I saying, I haven't pugged under a monks eye for so long.. I'm always the monk pug.
Unless we're speaking PvE only.. because then I never pug.

Run a E/Mo smite. Yes Master of Magic is awesome as smiter (replace air of enchant.) There used to be a build for it in HA but since smite is kinda sux, it's not used anymore.
Heal? Definitely no lol because you better run Mo with 28-30+ heal from divine and your heal itself can heal more on itself.
Prot, prob if you are running with some wards as well. But again, it won't be as effective as 1 full Warder and 1 full Proter even if you are running with another prot/heal
